Support `cmd` `bat` for `find_tool`

这个就算内部搞，也得重复 check 多遍，跟外面做没啥区别，而且目前 find_tool/find_program 都只做一遍 check

{shell = true} 不适用，那个是已知 program 是 shell 脚本，才去用的。如果 pnpm 都已知是 .cmd 或者 .bat 了，就没必要设置 shell 和 PATHEXT 了，直接 find_tool("pnpm.cmd") 就行了。

{shell = true} is not applicable. It is used only when program is known to be a shell script. If pnpm is already known to be .cmd or .bat, there is no need to set shell and PATHEXT, just find_tool("pnpm.cmd") will do.
